The rules are pretty clear on what makes a compliant putter.
From the pictures of the putter it would appear that heal to toe of face = heal to toe of club head so for this A=B
If A = 46mm and C= 42mm then the condition that A>C is met.
A ≤ 7" = YES.
2/3 of C = 28mm therefore B is ≥ 2/3C
B=A so is ≥1/2 A
The only measurement left to check in D which I would doubt is greater than 2.5"
So it would appear that this is a compliant head.
