He has not eaten a devil fruit, making him one of the few characters in the series that is powerful enough even without the help of a devil fruit.
Armament Haki particularly helps users create an invisible aura around them and allows them to strengthen either a part of their body or the whole of it. Koby was able to demonstrate his proficiency in Armament Haki for the first time when he used it to blast away the island hand of Avalo Pizarro, leaving everybody in shock.

Koby was also able to finally manifest his Observation Haki during the Marineford Arc, which allows its users to detect opponents from far away and even allows them to dodge attacks efficiently.
Koby’s Honesty Impact Attack In One Piece Explained
As mentioned before, it is Koby’s proficiency in the use of Armament Haki that allows him to use such a powerful impact as Honesty Impact. It is shown being used for the first time in One Piece chapter 1088.
To use the attack, Koby mainly strengthens his fist with Armament Haki and punches with intense power, causing shockwaves to occur and destroy whoever and whatever is in front of him. He used it to blast away Avalo Pizarro’s hand after he had merged with a literal island with the help of his devil fruit.

The character of Koby still holds a lot of potential for the future, especially now given the fact that he is stronger than ever, even than some of the devil fruit users in One Piece. Luffy, who possesses the powers of Hito Hito no Mi: Model Nika fruit.
