Guide for Tom Clancy's The Division 2

Warlords of New York adds a new campaign to The Division 2, alongside seasonal activities and an overhaul of many of the game's systems.

The Warlords of New York campaign can be started by going to the helicopter pilot south of the White House. He'll be marked with a yellow icon. Note that once you go to New York, you can not return to the main DC map until you have completed the Warlords campaign.

Once you go there, you have to investigate the City Hall after a bioweapon has been unleashed on it, killing many Division agents and JTF staff. During this mission, you eventually discover that Aaron Keener is responsible for the attack and that he has amassed a small group of rogue agents to help him in his cause. Afterwards, you are sent to Haven, the main hub in New York, where you are reluctantly let in by its leader, Paul Rhodes. Following another cutscene, you are free to explore Lower Manhattan and take out Keener's lieutenants in any order. For the sake of simplicity, I'll be listing the lieutenants in the order they show up on the achievement list.

You can get the first achievement of this expansion by taking cover on cars and closing their doors. When you've closed two, you get an achievement:

Now you can move on to our first target: Theo Parnell.

Theo Parnell

Parnell's investigation starts off with finding a drone crash site and analyzing the data from said drone. Throughout this section, you will have to fight bands of Rikers. When this investigation is finished, it's revealed that Parnell has a network of surveillance drones. Afterwards, head to the Civic Center safehouse and speak with the safehouse leader. This will unlock the Tombs main mission.

When you start this mission, you'll find a body that ISAC ID's as being Parnell's. However, it turns out to be a false ID flag and Parnell himself is still very much alive. Continue to fight your way through the mission while Parnell will taunt you in being a mindless drone for the government that allegedly killed his father, prompting him to go rogue when Keener convinced him. Eventually you will reach the boss arena, where there are a bunch of turrets scattered around, along with a dozen or so holograms of Parnell himself. You have to find out who the real Parnell is throughout this fight by checking which one is firing. During this fight, you also periodically have to disable the turrets. When Parnell is dead, pick up the skill he dropped and the mission will complete after a short audio log, granting you an achievement:

Following this mission, there is one small objective you need to complete before you can fully close the Parnell investigation. You will still fight some Rikers in this objective and after completing it, you will find out that Keener is preparing something grand.

Javier Kajika

To track down Kajika, you're tasked with investigating an abandoned dig site in Battery Park that has some odd noises coming from below. Once you arrive, you find that the Cleaners have interests in the site and attack you. Fight off all Cleaners and find the evidence that Kajika is tunneling under the city in an effort to take out Haven from below. With this evidence, you are tasked with assaulting Pathway Park. Fight through the mission until you get to the boss room, where Kajika will throw shock traps throughout the arena. Once you manage to deal around four armour segments of damage to him, he'll cause steam to erupt through the room that will kill you if you're in it too long. Flip the switches that are in your reach to dissipate the steam and drain some of the water out of the room. Repeat these steps until Kajika drops down to deal with you personally. Avoid his melee attack as it one shots you and finish him off. Grab the dropped skill and you will complete his mission, along with another achievement:

James Dragov

For the Dragov investigation, all you have to do is talk to the local civilian group to find out where he is. Once you learn he's in Wall Street, you mount an assault on the New York Financial Exchange. Fight your way through the first outside area and then enter the first building. Once inside, you will find three crates marked as supplies for Aaron Keener. Break them open (all while you're fighting Rikers) and collect the supplies inside. Once you have them all, fight your way back down and enter another courtyard, where you will have to destroy an APC. When you're done with this, you'll clear a couple more areas before coming into a fairly cluttered room with three minigun setups in corners. Here you'll fight three shield heavies, one of which is your target. Kill them all to complete the mission and get an achievement:

Vivian Conley

In order to get started on Conley, you again have to speak to the local community leader. You'll be pointed towards an apartment complex in Two Bridges that is under assault from the Cleaners. Clear out the complex and you find out that Conley is using an abandoned oil tanker as a base. Fight your way through the tanker and you'll eventually enter a large area with multiple cranes in the middle of it. During the fight here, the cranes will be activated and you'll have to destroy them in order to avoid getting burnt to a crisp. Afterwards, you have to reroute the gas flow to flush Conley out and finally fight her. Keep this fight at medium to long range since she will detonate explosives on herself when critically wounded. When she's dead, you earn yourself another achievement:

Aaron Keener

You defeated all lieutenants and can not wait to go after Aaron Keener himself. However, his mission is locked behind two objectives so complete both of them first. The first one is straightforward, simply hit level 40. For this, you will also get an achievement:

The second objective is to complete the Castle Clinton sidemission. You have to investigate another possible attack with Keener's bioweapon. When you arrive at the scene, you find out that the attack was indeed with Keener's weapon, dubbed by himself as "Eclipse."

During the mission, you find out that Keener is planning to attack Haven with Eclipse next. You also discover that Keener is on Liberty Island, so you're sent there with Agent Kelso to finally deal with him.

The mission starts with you having to get a boat towards the island while the Black Tusk are trying to stop you. Once you're on the boat, a cutscene plays in which Black Tusk destroys the boat with Kelso on it. She survives, but can not continue, so it's up to you to push onwards. The next fight has multiple waves of Black Tusk including a smaller version of the DDP-52 Razorback from the Dark Hours raid. Once they are all dead, Keener will start attacking you. Do not use offensive skills from this point onwards since he can easily hack your skills, turning them against you. Throughout the next few sections, Keener will hack your mission objective and you have to hold out in your current position until you get your objective back. When that is over, you enter the final area. First, you have to destroy all missile launchers within 2:45, after which you can focus on fighting Keener. He is tough and will use a lot of agent skills to hold you back. When he's nearly dead, a cutscene will start and the climax of the Warlords story unfolds, setting up future events within the game. You will also unlock two achievements:

Now you have unlocked the ability to add directives to your world and/or missions. For the following achievement, simply complete a New York main mission with at least one directive active. This can be any combination, so pick the ones you are most comfortable with and do the mission on Normal difficulty for:

Finally, set your world difficulty to Challenging and complete all New York missions on Story difficulty again for the last achievement of this DLC:

If the above method did not work, you can unlock the Season 1 Manhunt mission by reaching level 48 in season 2. Beat the mission on challenging difficulty should do it.
