To find Blackguard Big Boggart, you need to first head to the Boilprawn Shack, just near the Academy Gate Town Site of Grace. This is also the start of the Rya questline when she asks you to get the necklace. When you meet Blackguard Big Boggart, you have the option to buy the necklace or kill him, and without a doubt, you should choose the former.
For the next encounter, head outside towards the North from Capital Rampart. You will find Blackguard Big Boggart at this place, in his camp. You need to talk to him here, and you will find some new items for sale at his camp as well. You can buy Boiled Crabs from him, which is quite a decent consumable item.
Lastly, you will need to do the Dung Eater Quest in order to find Blackguard Big Boggart again. After that, go back to the same location and he will ask you to kill him. You need to kill Blackguard Big Boggart to get a number of items. After that Dung Eater will also arrive, and you need to defeat him as well.
